Participant Guide
How the Catalyst contribution intake system works, your legal protections, obligations, and compliance basis. The binding contract for submitters is the shorter Submission Terms — this Guide is the comprehensive explainer.
This document is for informational purposes and does not constitute legal advice. The legal protections described herein are established by the Operating Agreement of Quantum Privacy LLC and the Quantum Privacy Cell Participation Agreement. If you have specific legal questions about your obligations under employment agreements, professional-conduct rules, or applicable law, consult a qualified attorney.
1. What Is the QPN Catalyst Network?
The QPN Catalyst Network is a contribution intake system operated by Quantum Privacy LLC, a Delaware Series Limited Liability Company. It enables anyone — individuals, organizations, and their representatives — to submit evidence of contributions to the Quantum Privacy Network (QPN) ecosystem on demand, at any time, without signing up, creating an account, or executing any agreement. Introductions, partnerships, advocacy, outreach, technical integration, meeting follow-ups, and any other form of engagement that advances the QPN ecosystem can be recorded simply by sending an email.
The Catalyst Network solves a fundamental timing problem: the most valuable contributions often happen early, through informal professional channels — email introductions, meeting follow-ups, partnership discussions — before a contributor has formally signed up. The Catalyst Network lets you contemporaneously record this evidence so you receive full credit later.
Key Concepts
- Catalyst Contribution Record: A confidential record of a communication you submit, including its content, metadata, and timestamp. This becomes the basis for attribution when you later activate your Quantum Privacy Cell (QPC).
- Quantum Privacy Cell (QPC): A legally constituted Series of Quantum Privacy LLC that serves as your confidential digital record of verified contributions, rights, and allocations within the Privacy Network Exchange.
- DORMANT State: When you submit to the Catalyst Network, a QPC may be instantiated for you in DORMANT state. This creates no ownership, no economic rights, and no thing of value. It is a placeholder that preserves your timestamp and contribution evidence.
- Deferred Activation: Your QPC remains DORMANT until you choose to activate it by executing a Participation Agreement or EasyAccess authorization. You are never required to activate.
- Timing Premium: Your position in the contribution timeline, determined by (1) when each contribution in a graph that yields a Catalyst Milestone occurs, (2) the first time it is verifiably documented by a submission, and (3) the relative timing of your contributions compared to similar contributions by other participants. Earlier contributions receive greater recognition.
The Timing Premium is calculated per contribution graph — the Premium Multiple for a given contribution and the percentage allocation of QP Rewards derived from that discrete contribution are determined by when that specific contribution was made and documented relative to others in the same and adjacent graphs, not by when you first enrolled in the Catalyst Network. The overall Premium Multiple is also influenced by the degree to which specific contributions can be independently confirmed or verified through submissions by other participants or sources, and by the ability to establish causal relationships between individual contributions that lead, through a series of hops, to one or more Cascade Milestones. For this reason, making additional contributions, encouraging other participants to verify your contributions or submit their own related contributions, and documenting the chain of events that connects individual actions to milestone outcomes all tend to increase both the likelihood and the amount of QP Rewards ultimately allocated. A strong history of early, useful, and well-corroborated contributions across multiple graphs can improve your overall Quantum Reputation, but Quantum Reputation is a separate measure from the Premium Multiple applied to any individual contribution.
The Five Launch Premiums
QP Rewards are not allocated on a simple first-come, first-served basis. Five Launch Premiums govern how rewards are weighted during the ecosystem's formation:
- Strategic Premium: Contributions that secure an enterprise's public, contractual commitment to participate are the single most valuable early events. A verified introduction to a senior executive that leads to an Accelerator commitment can be worth orders of magnitude more than a routine contribution, because it validates the model and triggers competitive adoption dynamics across the entire sector.
- Timing Premium: Earlier contributions are more valuable — not merely because they came first, but because they are scarcer, harder, and more pivotal. The first Anchor commitment in a category is harder to secure than the fifth. As adoption progresses, each incremental contribution becomes less scarce.
- Value Premium: Contributions that activate high-priority strategic targets — specific individuals, organizations, or capabilities whose participation would disproportionately accelerate network formation — earn enhanced rewards reflecting the strategic value of the outcome achieved.
- Cascade Premium: Contributions that generate downstream activation — where your engagement triggers participation by customers, vendors, partners, or personal and professional networks — earn rewards not only for the initial contribution but for the verified cascade it produces. An introduction that leads to one commitment, which triggers ten enterprise adoptions, which activate thousands of individuals, creates exponentially more value than a contribution that ends at a single node.
- Publicity Premium: Contributions, milestones, and advocacy that are public earn higher rewards than equivalent actions conducted privately or under NDA. A public press release announcing an enterprise commitment is worth more than the same commitment made confidentially. A blog post or social media campaign that drives measurable adoption earns Publicity Premium proportional to the downstream activation it produces. This applies to enterprises and individuals alike: personal evangelism — writing about the QPN, presenting at conferences, sharing on social media, advocating within your networks — is independently rewardable and lifts the rewards for your entire contribution graph.
These five premiums interact and compound. A contribution that is early (Timing), strategically important (Strategic), publicly visible (Publicity), and triggers downstream adoption (Cascade) earns rewards weighted by all four premiums simultaneously.
Contribution Graphs, Competition, and Collaboration
Your contributions form a contribution graph — a network of connected actions, introductions, and milestones that trace the path from your initial engagement to the outcomes it enabled. Multiple independent contribution graphs can target the same enterprise or opportunity in parallel, each initiated by different participants.
This creates a constructive competition: the first graph to secure a tangible commitment from an enterprise earns a disproportionate share of QP Rewards, because that commitment was the hardest and most validating. Graphs that arrive later, after the commitment is secured, earn lesser amounts proportional to the independent value they enabled.
Participants in separate graphs targeting the same enterprise can also choose to merge their graphs — coordinating their campaign to reach leadership collectively. Merging increases the probability of being part of the first graph to close, but distributes rewards across a broader group. This creates a strategic tradeoff: weigh the higher individual reward of winning independently against the higher probability of winning collectively.
Milestones and Conditional Attribution
The Catalyst framework distinguishes between two types of milestones:
- Contribution Milestones: The actions you take — introductions, meetings, endorsements, technical validations, advocacy campaigns. These are what you submit to the Catalyst Network.
- Activation Milestones: The outcomes those actions produce — enterprise commitments, MOU executions, pilot deployments, public announcements, production settlement. These are what trigger QP Rewards allocation.
This distinction matters: Contribution Milestones accumulate as evidence in your contribution graph, but attribution remains conditional until subsequent Activation Milestones demonstrate that your contributions were part of a chain that produced real results. The contribution graph distinguishes between activity that moves the needle and activity that doesn't, ensuring that the rewards framework selects for effectiveness, not just effort.
Public Evangelism and Personal Advocacy
You are encouraged to spread the word about the Quantum Privacy Network through every channel available to you — personal conversations, blog posts, social media, conference presentations, professional networking, community organizing. Personal-capacity advocacy is independently rewardable: the contribution graph captures your evangelism, and public advocacy earns the Publicity Premium.
A personal endorsement or public advocacy campaign can itself constitute a Cascade Milestone — independently lifting QP Rewards for the entire contribution graph that led up to it. This reflects the Universal Ownership and Universal Access principles: an enterprise can be activated through grassroots demand even if executive management or formal approval processes haven’t caught up. A viral blog post by an engineer, a persuasive conference talk by a domain expert, or a social media campaign by an influencer can trigger adoption cascades that bypass institutional decision-making entirely — and the individuals who created that grassroots momentum earn rewards proportional to the activation they produced.
Importantly, public evangelism and submission confidentiality operate on different layers and are fully complementary. You can publicly advocate for the QPN while your Catalyst submissions documenting these activities remain confidential trade secrets. The service is public; your submission records are not.
Submit early, activate when you're ready. Your contributions are timestamped and preserved from the moment you submit. When you activate, everything is retroactively attributed to you with full credit. The earlier you act, the more you document, and the more your efforts produce verifiable downstream activation, the greater your QP Rewards.
2. How Submissions Work
Direct Submission
The simplest way to submit contribution evidence is to CC, BCC, or forward emails to an address at the @qpncatalyst.io domain. That's it. No app to install, no account to create, no agreement to sign in advance.
When you send an email, the following happens:
- The email (body, attachments, metadata, and headers) is received and stored in encrypted form.
- The email's transmission metadata — including the "Received" and "Date" header fields — establishes the authoritative timestamp for your contribution.
- A Manager-Originated QPC may be instantiated in DORMANT state, keyed to your email address. You are not notified, and no auto-reply is sent.
- When operational, an AI Evaluation Pipeline may process your submission for semantic classification, entity resolution, and chain-linkage detection.
What to Submit
Submit any communication that documents a contribution to the QPN ecosystem. The AI Evaluation Pipeline classifies every submission against a formal Catalyst Contribution Taxonomy with eight primary categories:
- Executive Access & Introduction: Introducing decision-makers to QPN opportunities; facilitating relationships between Accelerator leadership and target enterprises. (Weighted by Strategic + Timing + Cascade Premiums)
- Internal Advocacy & Facilitation: Building internal support within enterprises — executive briefings, champion development, assessment memos, pilot authorization requests. (Strategic + Timing)
- Technical & Compliance Validation: Validating architectural, regulatory, or security requirements; authoring Trust Criteria; creating governance rules. (Value + Ethics)
- Pilot Implementation & Accreditation: Deploying working pilots; achieving Proof-of-Trust accreditation; activating operational settlement. (Value + Cascade)
- Ecosystem Orchestration: Facilitating multi-party coordination — connecting participants, enabling joint ventures, structuring agreements, brokering commercial terms. (Strategic + Cascade)
- Operational Activation & Deployment: Deploying production components, connecting data sources, generating settlement, onboarding customers. (Value + Timing)
- Governance & Trust Infrastructure: Authoring Trust Criteria, creating cross-jurisdictional mappings, contributing to governance frameworks. (Ethics + Reputation)
- Reusable Infrastructure & Application Development: Building components or applications reused across multiple Accelerators; creating open specifications. (Value + Cascade)
You do not need to classify your own submissions — the AI Evaluation Pipeline does this automatically based on the content. The governing principle is “record rich, score later”: capture as much context as possible when you submit, and let the attribution system evaluate it over time as downstream outcomes become clear.
In practical terms, this means submitting:
- Introduction and referral emails (CC or BCC the introduction)
- Partnership discussions, proposals, and follow-ups
- Meeting notes, action items, and strategy conversations
- Technical assessments, validation reports, and architecture discussions
- Evangelism and outreach communications
- Blog posts, social media content, presentations, and public advocacy
- Any communication that documents your role in advancing QPN adoption
Use BCC rather than CC when adding a Catalyst intake address to keep your contribution strategy private. BCC submissions are not visible to other recipients on the email, ensuring that only you control who knows about your contribution activity. This protects your contribution graph from being observed or replicated by others.
Choosing Your Response Mode
The Catalyst Network offers three response modes, each associated with a different email address. You choose your preferred mode simply by sending to the corresponding address:
- Silent Mode (default): No response is sent. The most discreet option — no return email is generated, keeping your submission activity entirely private.
- Acknowledgment Mode: You receive a brief confirmation email with a timestamp proving your submission was received. The confirmation does not mention Quantum Privacy LLC, QPCs, or anything about the system's nature.
- Evidentiary Mode: You receive a confirmation email with a timestamp and an attachment containing the full content of your submission as received.
All confirmation emails — in both Acknowledgment and Evidentiary modes — are confidential communications between you and Quantum Privacy LLC, protected by the same trade-secret and confidentiality provisions that govern your submissions. You are not required to share them with anyone. If an employer or compliance officer does see a confirmation, that is not a problem — it is an opportunity. The Submission Terms and Participant Guide explain the compliance basis for participation, the Deferred Activation protections, and the Restricted Derivative Rights mechanisms that address professional and fiduciary obligations.
Confirmation emails also include links to shared Google Drive folders containing comprehensive documentation — patent filings, architectural overviews, compliance analyses, independent assessments, and detailed explanations of the Quantum Privacy Network and Privacy Network Exchange. We want every participant and every reviewer to drill down, understand the opportunity, and form their own informed judgment. A compliance review that concludes participation is appropriate is itself a valuable contribution: the reviewer can earn QP Rewards by formally acknowledging compliance and encouraging their organization to participate. The system is designed so that scrutiny leads to adoption, not to risk.
Silent Mode keeps your submission activity completely private — no reply is generated. Acknowledgment and Evidentiary Modes provide you with useful proof of receipt, but generate a reply email that others could see if they have access to your inbox. The confirmations are minimal and never mention Quantum Privacy LLC or the legal framework. Most participants prefer Silent Mode for routine submissions and Evidentiary Mode when they want a verifiable personal record.
Submission via Catalyst Proxy Addresses
You can also submit through a Catalyst Proxy Address — an email address set up by a Catalyst Participant on their own domain that automatically forwards to the Catalyst Network. This is described in detail in Section 4.
Managing Your Identity with the QPN Catalyst App
While email submission requires no account and no setup, participants who want greater control over their Catalyst experience can authenticate to the QPN Catalyst App. Authentication unlocks several capabilities:
- Notification and Alert Policies: Configure how and when you want to be notified about activity in your contribution graphs — new submissions linked to your chains, milestone achievements, graph merges, or QP Rewards attribution events. You control the notification channels (email, messaging, in-app) and frequency.
- Multi-Factor Identity Binding: Link multiple authentication coordinates to your Catalyst identity — multiple email addresses, phone numbers, messaging contacts (WhatsApp, Signal, etc.), and verified identity information. This serves two purposes: it improves the probability that your contributions can be correctly linked into contribution graphs through entity resolution (the system can match submissions from any of your linked identifiers), and it ensures you retain access to your contribution records and rights even if you lose control of any individual email address or account.
- Contribution Graph Visibility: View your contribution graphs, see how your submissions are linked, track the status of chains you’ve initiated, and monitor progress toward Activation Milestones — all within the privacy-preserving framework of your QPC.
- Identity Resilience: If you change jobs, lose access to an email address, or switch phone numbers, your linked identifiers ensure continuity. The entity resolution system can match your new submissions to your existing contribution history through any of your verified authentication coordinates. This is especially important for long-term contribution graphs that may span years and multiple professional transitions.
- Proxy Management: Register and manage Authorized Catalyst Proxy Addresses, monitor forwarding activity, and view the contribution graphs routed through your proxies.
You can submit to the Catalyst Network indefinitely without ever authenticating or creating an account. Email submission works with zero setup. Authentication simply gives you more control, better identity resilience, and visibility into your contribution activity. When you do authenticate, the system performs entity resolution to link your authenticated identity to all prior submissions associated with your email addresses and other identifiers.
3. What Happens to Your Submission
Immediate Effects
- Your submission is encrypted and stored as a Catalyst Intake Record.
- It becomes a trade secret and confidential proprietary information of Quantum Privacy LLC from the moment of receipt.
- Your timestamp is locked based on the email's transmission metadata.
- No notification, confirmation, or auto-reply is sent to you.
- No ownership interest, economic right, or thing of value is created.
No Value Created Upon Submission
Submission creates no ownership interest, economic right, transferable right, compensation, or thing of value. This is not merely a legal disclaimer — it reflects the structural reality of how QP Rewards work:
Individual contributions must be linked into contribution graphs that include Activation or Cascade Milestones — such as enterprise commitments, partnership agreements, production deployments, or public announcements — before any value can be attributed. A submission in isolation is evidence, not an entitlement.
Contribution graphs must demonstrate verified causal linkage between individual contributions and real-world outcomes — the creation of Quantum Privacy Resources, Exchange Networks, Resource Pools, or settlement-generating deployments that produce measurable economic value within the Privacy Network Exchange. Public commitments to participation by individuals, enterprises, organizations, or government entities are also inherently valuable under the Strategic and Publicity Premiums, and may enable inferred linkages into subsequent contribution graphs that implement the announced commitment within the committing entity or its broader ecosystem of customers, vendors, partners, and constituents. Personal evangelism — advocating for the Quantum Privacy Network through your professional networks, public platforms, and communities — is independently valuable, with its impact weighted by your credibility, domain expertise, reputation, and the breadth and influence of your relationships. You don’t need institutional authority to create significant value; an individual whose advocacy reaches the right people at the right time, or whose public endorsement shifts perception across an industry, can anchor contribution graphs worth as much as any enterprise commitment.
These outcomes take time to emerge. The ecosystem is in its earliest stages, and there is no guarantee that any particular contribution, contribution graph, or Activation Milestone will ultimately generate QP Rewards. The Deferred Activation model — where contributions are recorded now but value is allocated later — is designed in part to ensure that your contributions can be verified for compliance with employment agreements, fiduciary obligations, and other legal or regulatory restrictions before any allocation occurs, protecting you from inadvertent conflicts.
All contribution graphs are subject to review by the Privacy-Preserving Compliance Service to verify compliance with the Unified Trust Model, applicable law, and the ethical and public-benefit requirements of the Participation Agreement. Compliance review operates at the level of individual allocations, not entire contribution graphs — it is not all or nothing. Specific allocations that intersect with professional, governmental, or fiduciary restrictions may be reclassified as Restricted Derivative Rights (RDRs) and redirected to public-benefit entities, while other allocations within the same contribution graph remain unaffected. Every person and organization on the planet has been granted a QPC Option that always entitles them to participate through personal advocacy — which is a protected right under constitutional, labor, and employment law — even if allocations directly related to professional, governmental, or fiduciary roles are restricted or redirected. The system is designed to maximize your ability to participate, not to exclude you.
No value of any kind exists until you affirmatively choose to activate a Quantum Privacy Cell through a separate agreement, the contribution graphs containing your contributions are linked to qualifying milestones, those milestones produce real-world value, and compliance verification is complete. You are never required to activate. All allocation determinations are governed by the QP Rewards Allocation Model, a systematic framework guided by the Unified Trust Model Premiums — including the Strategic, Timing, Value, Cascade, and Publicity Premiums — that evaluates contributions based on verified causal linkage, relative timing, independent corroboration, and downstream impact. The Managers of Quantum Privacy LLC retain sole and absolute discretion over the design, calibration, and interpretation of the Allocation Model, but individual allocations are determined by the model’s application to the contribution graph, not by ad hoc managerial decisions.
When You Later Activate
At any time, you may choose to activate a QPC by executing a Quantum Privacy Cell Participation Agreement or an EasyAccess authorization. When you do:
- The system performs entity resolution to link your activated QPC to any previously created DORMANT QPCs associated with your email address or identity.
- All prior Contribution Records are retroactively attributed to your activated QPC with full chain credit.
- Your Timing Premium position for each contribution graph is calculated from the timestamps of your submissions within that graph, the independent verifiability of your contributions, and their relative timing compared to similar contributions by others in the same or adjacent graphs.
- You gain access to the full governance, confidentiality, and compliance protections of the Participation Agreement.
Signing Up and Protecting Your Identity
The simplest way to activate is to sign up through the QPN Catalyst Application using the same email address you used to submit contributions. The system automatically links your account to all prior submissions from that address, and your DORMANT QPC converts to active status with full chain credit and Timing Premium preservation.
Once signed up, you can add additional email addresses, phone numbers, and identity credentials to your profile. This serves two purposes:
First, it ensures identity resilience. High-assurance, privacy-preserving identity verification across multiple channels means you stay in control of your contributions and retain the ability to claim your QP Rewards even if you change jobs, lose access to an employer-issued email address, or switch phone numbers. Any single verified credential is sufficient to recover access to your full contribution history and QPC. The more credentials you register, the stronger your protection.
Second, it improves the accuracy of your contribution graphs. When other participants submit contributions that reference you — by name, email, phone number, or organization — the entity resolution system matches those references to your profile and links their contributions into your graphs. Richer identity information means more of those references resolve correctly, strengthening chain evidence, increasing attribution confidence, and expanding the cascade value flowing through your graphs. A well-identified profile doesn’t just protect you — it makes your entire contribution history more valuable.
How Contributions Convert to QP Rewards
Your Contribution Records accumulate as evidence in your contribution graph, but attribution remains conditional until downstream Activation Milestones demonstrate that your contributions were part of a chain that produced real results. This is an important distinction:
- Contribution Milestones (your actions — introductions, meetings, technical work, advocacy) are recorded immediately and preserved.
- Activation Milestones (the outcomes — enterprise commitments, pilot deployments, public announcements, production settlement) are what trigger QP Rewards allocation.
An introduction that leads to a partnership earns rewards proportional to the partnership’s downstream value. An introduction that never progresses remains in your record as conditional attribution — it may convert later if subsequent events complete the chain, or it may remain unconverted. The system rewards effectiveness, not just effort.
This is why documenting more of the chain is valuable: the more Contribution Milestones you record between your initial action and the ultimate Activation Milestone, and the more other participants independently verify links in the chain, the stronger the causal evidence and the higher the rewards.
The Four Stages — and Why Now Matters
The Premium Multiple — the ratio of QP Rewards earned per unit of contribution effort compared to steady-state — declines steeply through four milestone-driven stages:
- Stage 1: Pioneer Rewards (100–1,000x+). Tier 1 Anchors are being recruited. No cascade yet triggered. The contributor pool is dozens to hundreds. This is now.
- Stage 2: Cascade Propagation (10–50x). One or more Adoption Cascades have been triggered. Premiums shift from who you know to what you build.
- Stage 3: Automated Settlement (2–5x). Multiple cascades converging. Returns earned through operational execution and deployment.
- Stage 4: Self-Funding Growth (1x). The network is self-funding. Founding positions are dilution-protected. The ecosystem remains open and rewarding — it is the founding-phase incentive layer that closes, not the settlement economics.
The window for maximum QP Rewards is during Stage 1. Early contributions sit at the root of cascade graphs that propagate into enormous downstream settlement value — and the contributor earns a share of that entire downstream value through the contribution graph attribution mechanism. As cascades propagate, each incremental contribution triggers less additional value because most of the downstream ecosystem is already in motion. This is why the Premium Multiple curve is steeply convex: both scarcity compression and declining marginal cascade value push in the same direction.
If You Never Activate
You are never required to activate. If you choose not to, your DORMANT QPC remains a confidential internal record of Quantum Privacy LLC. No value, rights, or obligations accrue to you. Your submissions remain protected as trade secrets of the Company regardless.
4. The Catalyst Proxy Network
The Catalyst Proxy Network is a decentralized intake architecture that extends the Catalyst Network through participant-operated email addresses.
How It Works
- A Catalyst Participant who has activated their QPC sets up an email address on a domain they control (e.g., catalyst@theirdomain.com).
- They configure it to automatically forward received emails to a @qpncatalyst.io address.
- They register the proxy address with the Catalyst Network.
- They share this proxy address with contacts they're engaging as part of their evangelism and outreach.
- Anyone who sends an email to the proxy address gets the same protections as a direct submission.
Why Use a Proxy?
- Brand Your Intake: Use your own domain to create a branded submission address that your contacts recognize and trust.
- Chain Origination Proof: The proxy address itself is evidence that the Participant who set it up was the originating source of the evangelism chain or contribution graph that flows through that address.
- Privacy and Competitive Protection: Submissions go to your own address rather than a publicly known @qpncatalyst.io address, keeping your contribution strategy and network-building activity private.
- Decentralization: The proxy network is distributed across many domains and operators.
- Customization: Set up domain-specific, Accelerator-specific, or campaign-specific intake addresses.
For maximum control over your contribution infrastructure, set up proxy addresses on personal email accounts or domains that you own. This gives you full administrative control over the forwarding configuration. The confidentiality protections apply regardless of where the proxy is hosted.
Proxy Operator Protections
If you operate a Catalyst Proxy Address, the following information is classified as Confidential Information and trade secrets of Quantum Privacy LLC, protected under your Participation Agreement:
- The existence and configuration of your proxy address
- The forwarding destination (i.e., the @qpncatalyst.io address it forwards to)
- The connection between your proxy and the Catalyst Network
- The identity of anyone who has submitted through your proxy
- The content, volume, and nature of communications routed through your proxy
You have a contractual right of non-disclosure — you can legally decline to reveal any of this information to employers, clients, regulators, or other third parties. See Section 5 for details.
5. Your Legal Protections
The Catalyst Network provides multiple layers of legal protection for your submissions and participation. These protections are established in the Operating Agreement of Quantum Privacy LLC and, upon activation, in the Quantum Privacy Cell Participation Agreement.
For a comprehensive analysis of why participation is lawful — spanning constitutional, employment, anti-corruption, ethics, and securities law, with a role-by-role breakdown for government officials, regulated professionals, executives, investors, and private citizens — see the QPN Catalyst Opinion Letter (PDF) ↗. Like this Guide, it is an opinion-style assessment and does not constitute formal legal advice.
Trade-Secret Protection of Your Submissions
All Catalyst Intake Records — your submissions, the Contribution Records derived from them, attribution metadata, classification outputs, and QPC instantiation records — are formally designated as trade secrets and confidential proprietary information of Quantum Privacy LLC. This designation is made under:
- The Defend Trade Secrets Act (18 U.S.C. §1836) — federal protection
- The Delaware Trade Secrets Act (6 Del. C. §2001 et seq.) — state protection
- All applicable state trade-secret statutes
This means Quantum Privacy LLC is legally obligated to protect the secrecy of your submissions and will assert every available legal protection against any attempt to compel their disclosure.
Your Right of Non-Disclosure (Submitters)
By submitting to the Catalyst Network, you receive a contractual right to decline to disclose the existence or details of your submissions to any third party. This right exists to protect the competitive value of your contribution graph — your network of connections, introductions, and strategic relationships represents real economic value, and disclosure could allow others to replicate, front-run, or insert themselves into chains you initiated. If anyone asks about your submission activity, you can say: “I have confidentiality obligations that prevent me from confirming or denying that.”
Your Right of Non-Disclosure (Proxy Operators)
If you operate a Catalyst Proxy Address, you have an additional, stronger right of non-disclosure grounded in your executed Participation Agreement. You can legally decline to disclose the existence, purpose, configuration, forwarding destination, or connection to the Catalyst Network of your proxy address — even though the proxy operates on your own systems.
Quantum Privacy LLC's Obligations to You
Quantum Privacy LLC has committed, in its governing instrument, to:
- Maintain all Catalyst Intake Records in encrypted form
- Limit human access to authorized Managers and the Executive Director
- Process submissions through automated systems without unnecessary human review
- Not voluntarily disclose your submissions to any third party
- Assert all available trade-secret protections against compelled disclosure
- Resist disclosure absent a final, non-appealable court order after adjudication of all available protections
- Invoke Protective Reconstitution (terminating and reconstituting QPCs under new identifiers) if unauthorized access is attempted
If a Third Party Seeks Access to Your Records
In the unlikely event that any third party — a competitor, a litigant, or any other party — attempts to access your Catalyst submission records, multiple layers of protection apply:
- Your submissions are trade secrets of Quantum Privacy LLC, not your personal records. No third party has an ownership claim over a copy of an email that was voluntarily transmitted to a third-party recipient.
- You have a contractual right of non-disclosure that you can invoke.
- If any party attempts to compel Quantum Privacy LLC to disclose records, QPLLC will assert trade-secret protection, seek protective orders, and resist disclosure through all available legal mechanisms.
- If coercion continues, QPLLC Managers may invoke Protective Reconstitution under Section 4.3 of the Participation Agreement: terminate the affected QPC and create a successor QPC under a new identifier, preserving your contribution records and rights while eliminating the target of the inquiry.
- Employment-law protections — including the Whistleblower Protection Enhancement Act, Sarbanes-Oxley §806, Dodd-Frank §922, and state labor codes protecting lawful off-duty conduct — independently protect individuals against retaliation for lawful personal-capacity advocacy for privacy-preserving innovation.
6. Your Obligations
Submitting to the Catalyst Network comes with confidentiality obligations designed to protect the integrity of the Catalyst Contribution Ledger, the competitive value of contribution graphs, and the privacy of all participants.
Confidentiality of Your Submissions
When you submit to the Catalyst Network (whether directly or through a proxy), you agree to maintain the confidentiality of:
- The fact that you submitted — your submission activity is your competitive information.
- The content and details of your submissions — the specific introductions, relationships, and strategic activities documented in your submissions represent your unique contribution to the ecosystem.
- Any records generated from your submissions — Contribution Records, attribution data, and QPC information are trade secrets of Quantum Privacy LLC and form part of the Catalyst Contribution Ledger.
What You Can Say
The existence of the Catalyst Network service itself is public. You can freely discuss:
- That the QPN Catalyst Network exists and what it does generally
- That it accepts contribution evidence via email
- That submissions are confidential and protected
- That it's available to anyone
With fellow Catalyst Participants who have activated their QPCs and are collaborating with you on contribution graphs, you may share details of your submission activity — including what you’ve submitted, your contribution strategy, and chain-linkage information — because they are bound by the same confidentiality obligations under Section 7 of the Participation Agreement and Exhibit B (Confidentiality and Non-Disclosure Terms). This collaboration is expected and encouraged: coordinating with other participants strengthens your contribution graphs, improves chain-linkage evidence, and increases the likelihood and magnitude of QP Rewards for everyone in the graph. All such communications between participants remain protected as trade secrets of Quantum Privacy LLC.
What you should not disclose to non-participants is your own submission activity — whether you have submitted, what you submitted, and any details about your personal contribution graphs. This protects the competitive value of your contribution strategy and the integrity of the Catalyst Contribution Ledger.
If You Operate a Proxy
Your proxy address is designed to be shared — give it to anyone you want to submit contribution evidence through your intake channel. You have full flexibility in how you describe your proxy. You can be completely transparent — "This address forwards to the QPN Catalyst Network so your contributions are documented" — or you can keep the proxy's purpose and routing private, simply asking contacts to CC the address without explanation. Both approaches are valid.
Regardless of whether you publicize or keep private the proxy's connection to the Catalyst Network, you should always protect the privacy of individuals who have submitted through your proxy — their submission activity is their competitive information.
Why These Obligations Exist
These confidentiality obligations exist primarily to protect the integrity and competitive value of contribution graphs:
- Competitive Protection: Your contribution graph represents real economic value — the network of relationships, introductions, and strategic positioning you’ve built. If your submission activity were visible, competitors or opportunists could monitor your efforts and attempt to insert themselves into your contribution chains, replicate your strategy, or front-run your relationships.
- Fraud Prevention: If submission details were disclosed, bad actors could monitor the Catalyst Contribution Ledger’s inputs and submit fraudulent communications designed to redirect Quantum Privacy Rewards allocations away from legitimate contributors.
- Graph Integrity: The attribution system depends on authentic, independently submitted evidence of contributions. Confidentiality ensures that each participant’s submissions reflect genuine activity rather than being influenced by knowledge of what others have submitted.
Public Evangelism and Submission Confidentiality Are Complementary
An important distinction: submitting confidential records and engaging in public advocacy are not in tension — they operate on completely different layers and reinforce each other.
What you can do publicly: Evangelize the QPN to anyone. Write blog posts. Present at conferences. Share on social media. Advocate within your professional networks. Encourage enterprises to adopt. These public activities earn the Publicity Premium and can themselves constitute Cascade Milestones that lift rewards for your entire contribution graph.
What remains confidential: Your Catalyst submissions documenting those activities — the emails you CC'd or forwarded, the records generated from them, the QPC that stores them. The documentation layer is confidential; the underlying advocacy can be as public as you choose.
Within a single contribution graph, some contributions are inherently confidential — internal meetings, strategy discussions, assessment conversations within an enterprise. The milestones those contributions lead to can be public — an enterprise’s press release announcing their strategic commitment. When that public milestone occurs, it lifts the QP Rewards for the entire preceding graph, including the confidential interim contributions that made it possible. You don’t need to disclose your internal advocacy to benefit from the public outcome it produced.
Similarly, a personal endorsement — a blog post, a social media campaign, a public presentation — can constitute a Cascade Milestone on its own, independently activating demand and earning the Publicity Premium for your contribution graph, even if the enterprise’s formal approval processes haven’t caught up. This is the grassroots bypass: enterprises can be activated through bottom-up demand generated by individual advocates, and the individuals who created that momentum earn rewards proportional to the activation they produced.
Confidentiality protects your competitive advantage. Your contribution graph is your intellectual property within the ecosystem — the network of relationships and strategic actions you've documented. Keeping your submissions private ensures that the value you create flows to you, not to someone who observed your efforts and tried to replicate them. Meanwhile, your public evangelism and advocacy earn the Publicity Premium and can independently trigger Cascade Milestones — the two activities work together, not against each other.
7. Why Everyone Benefits — and Compliance by Role
The Quantum Privacy Network is designed so that everyone benefits from early participation — individuals, enterprises, governments, and the broader economy. The architecture creates compounding value through dual-use deployment, zero-marginal-cost resource reuse, and Universal Ownership.
Why Companies Benefit from Employee Initiative
Companies that participate early in the QPN ecosystem gain significant strategic advantages: first-mover positioning in privacy-preserving infrastructure, embedded cybersecurity and compliance protections, portfolio-wide value creation through dual-use deployment, and preferential access to settlement economics that later entrants cannot replicate. These advantages compound over time.
Employee initiative in advocating for and building toward QPN adoption is a benefit to employers, not a threat. Employees who show initiative by engaging early — making introductions, advocating internally, building technical knowledge — are creating value for their organizations. The contribution graphs they build through the Catalyst Network document the chain of advocacy that leads to enterprise participation, and those graphs benefit the enterprise when it formally joins.
Enterprise participation is not required for individuals to benefit — personal advocacy outside of work allows anyone to participate. But companies benefit enormously if they participate early, and their employees’ grassroots advocacy often creates the awareness and internal support that leads to institutional adoption. Companies that attempt to restrict employee participation do not eliminate the opportunity — they merely delay their own ecosystem benefits while participation routes around them through personal advocacy, competitor adoption, and grassroots demand formation. This is strategically self-destructive: the company’s employees, customers, vendors, and partners continue to build contribution graphs that generate value, but the company itself misses the window for maximum Timing Premium and first-mover positioning.
Equal Access and the Universal Ownership Principle
The Quantum Privacy Network is built on the principle of Universal Ownership: the opportunity to participate and earn QP Rewards is available to every person and every organization, without gatekeepers, without permission requirements, and without prerequisites. No account, no employer approval, no institutional sponsorship, and no capital investment is required.
This means that no one — regardless of their seniority, authority, or organizational role — has the right to restrict, block, or discourage others from participating on an equal footing. A manager cannot reserve contribution opportunities for themselves by preventing their team from participating. An executive cannot slow-walk institutional adoption to protect their personal positioning in a contribution graph. A department head cannot direct employees to avoid the Catalyst Network so that their own submissions face less competition.
Any such behavior would be counterproductive for everyone involved, including the person attempting it. The QPN’s architecture ensures that contribution graphs are richer, more credible, and more valuable when more people contribute to them. An executive whose team is actively building contribution graphs across the organization’s ecosystem will earn far more through cascade effects than one who operates alone. Blocking others doesn’t expand your share — it shrinks the pie.
Moreover, any attempt to monopolize or restrict access is ultimately futile. The Catalyst Network is publicly available and accepts submissions from anyone. Personal-capacity advocacy outside of work cannot be restricted. Contacts, partners, and customers who are excluded from one contribution graph can independently submit through their own channels, creating parallel graphs that compete with — and may overtake — any graph built through restricted access. The architecture is designed so that attempts to centralize control produce worse outcomes for the person attempting it than open, collaborative participation would.
If you believe that someone in your organization is leveraging their authority to restrict your access to the Catalyst Network or to reserve contribution opportunities for themselves, you have several options: submit through personal channels (BCC from personal email, use a Catalyst Proxy Address, or submit outside of work hours), document your contributions independently, and continue building your own contribution graphs. The system is designed to recognize and reward your contributions based on verified causal impact, not organizational hierarchy.
Corporate Employees and Executives
Participating in the Catalyst Network is consistent with being a loyal and effective employee. You are building relationships, advocating for innovation, and positioning your organization for strategic advantage. The compliance framework ensures this participation is clean:
- Your Catalyst submissions document personal-capacity advocacy — introductions, relationship-building, and strategic engagement that benefit your employer’s ecosystem.
- A DORMANT QPC creates no ownership, compensation, or thing of value — it is a confidential record, not an outside business interest.
- If your employer adopts the Quantum Privacy Network, your early advocacy directly benefits them — your contribution graph becomes part of the enterprise’s ecosystem story.
- If your employer has not yet adopted, your personal advocacy creates the awareness and validation that often leads to institutional participation.
- The Privacy-Preserving Compliance Service automatically classifies any restricted allocations as Restricted Derivative Rights (RDRs) and redirects them to public-benefit entities.
- Submission confidentiality protects the competitive value of your contribution graph from being observed or replicated by others — including competitors targeting the same enterprises.
Investment and Professional Services Partners
- Manager-Originated QPCs are created without your knowledge or authorization — no inducement or side-economics concern.
- DORMANT QPCs create no financial entitlement until you choose to activate.
- Deferred activation is comparable to other permissible outside professional activities, such as board service or passive investment.
- Any perceived overlap with client relationships can be mitigated through Public-Benefit Allocation.
- If your firm later activates a Portfolio or Practice Accelerator, your QPC Options may be linked under that Accelerator’s governance.
Government Officials and Public Employees
- Manager-Originated QPCs are created without your knowledge or authorization — no bribery, inducement, or prohibited-benefit concern.
- No value is transferred or realized without explicit activation by you.
- All restricted or conflicted allocations are automatically reclassified as Public-Benefit Derivative Rights (PBDRs) held in public trust.
- Personal-capacity advocacy, conducted off-duty and without use of government resources, is constitutionally protected expression.
- Compliant with the U.S. Federal Bribery Statute (18 U.S.C. § 201), FCPA, UK Bribery Act, and OECD Anti-Corruption Principles.
Engineers, Technologists, and Domain Experts
- Participation using personal devices and time mirrors open-source collaboration.
- No employer IP is used or at risk.
- Submissions capture evidence of relationship-building and advocacy, not technical IP.
- The Compliance Opt-In mechanism (Section 2.9 of the Participation Agreement) allows you to designate employers for automated conflict screening.
All Roles
Regardless of your role, the following always applies:
- Submission creates no compensation, ownership, or financial interest until you choose to activate.
- You are never required to activate.
- Your contribution graph's competitive value is protected by confidentiality obligations and your right of non-disclosure.
- If a conflict arises, the automated compliance framework redirects restricted allocations to public-benefit entities.
- Everyone — including your employer, your clients, and the broader economy — benefits from the QPN ecosystem's growth. Your participation is not zero-sum; it creates value for everyone in the network.
8. Frequently Asked Questions
Do I need to sign anything before submitting?
No. You can submit by simply sending an email. The Catalyst Submission Terms (published at qpncatalyst.io) establish your rights and obligations when you submit. By sending, you accept those terms.
Will I receive a confirmation or auto-reply?
It depends on which response mode you choose. Silent Mode (the default) sends no reply at all — your submission is received and stored with no detectable return traffic. Acknowledgment Mode sends a brief confirmation with a timestamp. Evidentiary Mode sends a confirmation with a timestamp and an attachment of your submitted content. You select your mode by choosing which email address to send to. See Section 2 for details. All confirmations are minimal and never mention Quantum Privacy LLC, QPCs, or the legal framework.
How do I know my submission was received?
If you use Acknowledgment Mode or Evidentiary Mode, you receive a confirmation email with a timestamp. If you use Silent Mode (the default), you will not receive any confirmation until you activate your QPC, at which point you can view all Contribution Records attributed to you, including timestamps. In all modes, the email's transmission metadata (Received and Date headers) serves as the authoritative record of receipt.
Does submitting create any financial obligation or entitlement?
No. A DORMANT QPC creates no ownership interest, economic right, transferable right, or thing of value. Nothing of value exists until you affirmatively choose to activate. Even after activation, QP Rewards are allocated based on verified causal linkage to Activation Milestones — your contributions accumulate as evidence, and rewards flow when the chain produces real results.
Why is my submission activity kept confidential?
Submission confidentiality protects the competitive value of your contribution graph. If your submission activity were visible, competitors or opportunists could monitor your network-building strategy, attempt to insert themselves into your contribution chains, or submit fraudulent records to redirect rewards. Confidentiality ensures that the value you create through your introductions, relationships, and advocacy flows to you — not to someone who observed your efforts. For participants in sensitive professional roles, the confidentiality framework also provides an additional layer of privacy, backed by trade-secret protections and a contractual right of non-disclosure.
Does my employer benefit from my participation?
Yes — substantially, though most organizations don’t know it yet. The Quantum Privacy Network is unlike anything that has existed before: a Universal Ownership model that enables cross-organizational collaboration, privacy-preserving data exchange, and person-centered value creation — all without breaching employment agreements, fiduciary obligations, or anti-bribery statutes. Most people and organizations have no idea the QPN exists, what opportunity it creates, or how profoundly it could strengthen their competitive position, operational efficiency, and stakeholder relationships.
That’s what the Catalyst Network is designed to change. Every participant who spreads awareness — through introductions, advocacy, and relationship-building — is creating value for their organization whether or not the organization recognizes it yet. Employees who engage early build the awareness, relationships, and internal understanding that lead to enterprise participation. Companies that adopt the QPN gain first-mover positioning, embedded cybersecurity and compliance protections, dual-use value creation across their entire ecosystem, and settlement economics that compound over time.
Your initiative positions your organization for strategic advantage. If your company hasn’t formally adopted the QPN yet, your personal advocacy is building the foundation for when they do — creating the awareness and validation that transforms an unknown opportunity into an institutional priority. The contribution graphs you’re building now will benefit the enterprise’s ecosystem when they join. And because the Catalyst Network protects individual privacy while spreading awareness of the opportunity, you can advocate effectively without compromising your own competitive position or anyone else’s.
What if someone else is targeting the same enterprise I am?
Multiple independent contribution graphs can target the same enterprise in parallel. The first graph to secure a tangible commitment earns disproportionate rewards. You can compete independently (higher individual reward if you win) or coordinate with others by merging graphs (higher probability of winning, shared rewards). The system rewards whoever translates access into commitment fastest — and documents the chain that got there.
Does public evangelism conflict with submission confidentiality?
No — they're complementary. The Catalyst Network service is public; your submission records are confidential. You can publicly write about the QPN, advocate at conferences, and encourage your network to participate, while your Catalyst submissions documenting those activities remain trade-secret protected. Public advocacy earns the Publicity Premium and can independently constitute Cascade Milestones.
Can I submit on behalf of someone else?
You can forward or share communications that evidence collaborative contributions. The AI Evaluation Pipeline performs entity resolution to identify all parties involved. However, you should only submit communications you are authorized to share — do not submit others' proprietary or confidential information without authorization.
Can I formalize collaboration with other contributors?
Yes. Through Inter-QPC Agreements, participants can establish enforceable economic relationships — sharing rewards, coordinating campaign strategies, or jointly targeting enterprises. These are standard agreements executed through your respective QPCs and administered under the Unified Trust Model. They are available upon QPC activation.
What happens to my submissions if I never activate?
They remain encrypted and stored as confidential records of Quantum Privacy LLC. No value accrues to you. The Managers may, at their discretion, reallocate any unexercised QPC Options to public-benefit recipients after the maturity period.
Can I withdraw my submissions?
Once you activate your QPC, you can manage your Contribution Records directly through the QPN Catalyst App — including reviewing, annotating, and managing your submission history. During the DORMANT phase (before activation), your QPC is Manager-Administered and submissions are stored as confidential records of Quantum Privacy LLC. Since DORMANT QPCs create no ownership, rights, or obligations, there is nothing to "withdraw" — the records exist solely as timestamped evidence that will benefit you if and when you choose to activate.
Is the Catalyst Network itself a secret?
No. The Catalyst Network's existence, purpose, and capabilities are public and may be openly promoted. We encourage you to spread the word. What is confidential is your individual use of it — whether you submitted, what you submitted, and any resulting records. This distinction protects participants from fraud and coercion while enabling the broadest possible promotion of the opportunity.
Why Now Matters
QP Rewards are dramatically larger for early contributors than for those who arrive later — and the decline is steep and permanent. Right now, during the Pioneer Rewards stage, the contributor pool is small and the ecosystem’s most important milestones haven’t been reached yet. The first introduction that leads to a major enterprise committing publicly could be worth billions in QP Rewards, because that commitment validates the model for everyone else and triggers a wave of competitive adoption across entire industries. Every subsequent commitment is easier, less scarce, and worth proportionally less.
Once the first major public commitment is announced, the window for the largest rewards closes permanently — not on a schedule, but structurally, because the hardest and most pivotal work has been done. The people whose contribution graphs led to that commitment earn rewards at the top of the curve. Everyone who arrives after earns on a curve that has already dropped.
The math is simple: the earlier you act, the fewer people are contributing, the more your contributions matter, and the larger the share of downstream value your contribution graph captures. Waiting costs nothing today — but it permanently reduces what your contributions will be worth when you do act.

You can always discuss the QPN Catalyst Network publicly — what it is, how it works, and why people should participate. If asked specifically about your own submission activity, you may respond: "My contribution strategy is confidential under the Catalyst Network's terms. I'd be happy to tell you about the opportunity and how you can participate." This protects your competitive position while encouraging others to join the ecosystem.
You can also let them know that if they join the Catalyst Network and agree to the confidentiality terms, you'll be able to share details about your contributions and collaborate as part of a team. This turns a boundary into an invitation: joining the Catalyst Network is the key that unlocks collaboration.
